Sheikh Mohammed bin Rashid Al Maktoum, Vice President of the UAE and Ruler of Dubai has approved a historic budget of Dhs272 billion for Dubai over the next three years, aiming to enhance the city’s appeal as a top destination for living, working and investing.
The budget announced on October 29, 2023 anticipates total revenues of Dhs302 billion, aligning with Dubai’s goals for sustainable growth and community well-being. It will continue to work towards the goals of Dubai Plan 2030, the Dubai Economic Agenda D33, and the Quality-of-Life Strategy 2033.

Budget Breakdown:
2025 Expenditure: Dhs86.26 billion with revenues of Dhs97.66 billion.
Key Focus Areas:
30% for social development (health, education, research, support for families).
18% for security and justice.
46% for infrastructure projects (roads, tunnels, parks, renewable energy, Al Maktoum Airport).
6% for public services to boost innovation and efficiency.

The budget also includes a Dhs5 billion reserve to stimulate the economy. Additionally, it supports Dubai’s digital transformation aiming for 90% cashless transactions by 2026 in line with the Dubai Cashless Strategy.
